Safety as the foundation of progress
The campaign’s position is straightforward: without security, investment stalls, farms lie fallow and communities cannot flourish. A Biggs administration would treat community safety as the foundation on which every other promise — agriculture, jobs, development — is built.
That means closer coordination with security agencies, support for community-level early-warning and peace-building, and a governance style that takes the concerns of every ward seriously, regardless of zone, faith or ethnicity.
Stability for families and businesses
Peace is not the absence of conflict alone; it is the confidence to plan for the future. The agenda’s goal is a Plateau where a farmer can return to the land, a trader can reopen a shop, and a young person can see a future worth staying for.
